He ranks players based on some amalgam of how much value they would be to the Texans and the Colts. Therefore, players at need positions go higher and players at positions the Texans and Colts have well-stocked, will be pushed lower. It's designed so that when one or the other is on the clock, he can check his list and grab the next available player.
